Louisiana school officials have given their blessing to a major overhaul of the lowest-performing schools in New Orleans, which promises to focus new leadership, training and resources on the city's neediest students. The plan will allow the New Orleans district to replace principals at the lowest-performing eight schools and to require that all teachers at those schools be certified.
