New York City Mayor Rudy Giuliani has set aside $80 million in his budget plan to privatize failing schools in the city. The mayor wants Schools Chancellor Harold Levy to use the $80 million to contract with private firms to run at least 20 failing schools. Last month, parents at five of the city's worst schools overwhelmingly rejected letting Edison Schools run them.
