Students live in Mexico, but were born in the United States

Nearly three out of four students at Columbus Elementary School in Columbus, N.M., live across the border in Palomas, Mexico, and were born to Mexican parents. The Washington Post reports that phenomenon dates back six decades: many children who live with their families in Palomas are American citizens because of a long-standing state and federal policy that allows Mexican women to deliver their babies at the nearest hospital, which is 30 miles north of the border in Deming, N.M.
