Philadelphia superintendent wants to do away with teacher seniority

William Hite says eliminating seniority could help persuade state to provide city schools with badly needed funds.

In an effort to persuade Pennsylvania legislators to provide more money for the Philadelphia school district, Superintendent William R. Hite Jr. is proposing to do away with teacher seniority in the district.
