DeKalb County, Ill., prosecutors continue to dismiss charges related to Northern Illinois University's so-called coffee fund scandal, the alleged scheme in which workers sold university scrap materials and deposited the proceeds in an improper bank account. The Chicago Tribune says State's Attorney Richard Schmack, who was not in office when the charges were filed last year, dropped the cases against university employees Michael Hall and Joseph Alberti
