Fees imposed on college students often have been criticized as a kind of stealth, second tuition paid by families. ProPublica reports that such fees still are on the rise on many campuses. But there's no one definition that schools stick to when deciding what's covered by tuition and what falls under fees, and the structuring of tuition and fees can vary wildly between different schools.
