California developer wants school district boundary change for his project

Apartment complex would be in Santa Ana school district, but developer would like the area to be put into the Newport-Mesa district.

The developer of a luxury apartment complex in Newport Beach, Calif., is trying to persuade two school systems and the county commission to change district boundaries to place the complex in a different district. The Orange County Register says the 1,244-unit Uptown Newport Village project is in the Santa Ana district, but the developer, Bill Shopoff, would like it to be part of the Newport-Mesa district. Both districts and the Orange County Commission must approve such a change; Shopoff says negotiations with the Santa Ana district have gone nowhere.
