Detroit district's emergency manager is stepping down

Two years after taking the helm of the Detroit Public Schools, emergency manager Roy Roberts says he is stepping down in two weeks. The Detroit News says Roberts' tenure was marked by numerous legal battles with the elected school board over control of the district, and conflicts with the unions that represent teachers and other employees. Roberts says he "changed the culture" in the district, but others contend the former General Motors executive hasn't been effective in dealing with problems such as truancy, poverty and the high dropout rates of students in the schools.
