Leaders from Chapel Hill and the University of North Carolina at Chapel Hill have agreed to work together to create a new development review process that would permit some of, but not all, the building projects called for in a campus expansion plan. The new process would give the community an opportunity to study traffic and environmental data so officials could design ways to mitigate the negative impact of the growth.
