Probe says Miami spent $7 million too much on schools

The Miami-Dade County school district overpaid $7 million for school land in the past three years because its staffers ignored any appraisal that was less than what the sellers wanted. Florida officials say that as a result of dysfunctional land-buying procedures, many more students are languishing in portable classrooms.
