Colorado governor signs $3.8 billion school finance package

Colorado Gov. Bill Owens has signed a school-finance package worth $3.8 billion that would, in part, benefit charter school construction and send money to help improve low-performing schools. One of those components Owens lobbied for was a $2.9 million grant program to help improve low-performing schools. Another component was $10 million for construction projects in the state's poorest school districts.
