Having failed to improve Roosevelt schools with nearly five years of monitoring, state education officials say the only solution is a direct takeover that would give the state unprecedented powers to appoint the district's managers, set its budgets and even raise its taxes. If the Legislature approves the new powers, it should also provide a $4-million budget bailout of the troubled school system.
