Wisconsin legislative group says schools outside Milwaukee benefit financially from the city's school choice program

Taxpayers outside Milwaukee have repeatedly complained that they must help foot the bill for the city's private school choice program. But according to the non-partisan Legislative Fiscal Bureau, taxpayers outside Milwaukee come out millions of dollars ahead.
