Federal agency reviewing utility's contract with Washington D.C. schools

The Washington D.C. public school system has been paying Washington Gas Light Co. to oversee millions of dollars in maintenance and repair work such as replacing carpet and snaking drains under a no-bid contract for improving energy efficiency.
