Catawba County, North Carolina, commissioners have voted 3 to 2 to merge the county's three school districts into one.
WCNC.com reports that Catawba County Schools, Hickory City Schools and Newton-Conover City Schools will form the new "Catawba Valley School District," which is set to take effect July 1, 2028.
County leaders said the merger could help address enrollment shifts, school capacity issues and long-term planning across the county. But the proposal has sparked concerns from parents, educators and school leaders who want more answers.
Many opponents of the merger said there has not been a comprehensive study showing how consolidation would affect students, staff and families.
Newton-Conover Superintendent Emily Shaw said district leaders are not against collaboration between school systems, but they believe commissioners should pause before moving forward.
“We don’t know everything—because the county has failed to produce a comprehensive study that will let all the stakeholders know exactly what is going to happen if a merger occurs,” Shaw said.
Parents have voiced concern that consolidation could lead to funding cuts and fewer resources for students, especially those who need additional support services.
