Getting too much state aid has put Forney (Texas) district in the hole

From The Dallas Morning News: In 2008, the boom in the Forney (Texas) district went bust, and the annual growth of 20 percent disappeared. But district administrators failed to notice that the state was still assuming rapid growth when it calculated how much aid it provided. The disparity between state payments Forney was due and the amount it was receiving grew to 30 percent this year, and the Texas Education Agency has demanded a plan for repayment. That may lead to cutting programs and staff in 8,000-student district.

From WFAA-TV: The Forney (Texas) Independent School District must repay the state $13.6 million because it has fallen short of its enrollment projections. Because of the inaccurate projections, the state provided the district with aid that it was not entitled to. The error amounts to 26 percent of the district's operating budget. District officials have asked the state if the debt can be paid off over five years.
