Philadelphia schools falling short

District report card says schools haven't achieved goals set in 2004

The Philadelphia School Reform Commission is a long way from achieving a series of ambitious goals it set in 2004 for the school district to meet by this year, according to the latest district report card. Though the district has greatly expanded school-choice options, increased test scores, and boosted the number of certified teachers, it has fallen short in several academic areas and lagged in safety and finances.
