Louisiana officials question energy contracts at school districts and universities

State attorney general says some elements of schools' performance contracts are illegal

From The Baton Rouge Advocate: Louisiana State University, Southeastern Louisiana University and many local school boards are grappling with energy-efficiency contracts that have been deemed illegal by the state Attorney General’s and legislative auditor’s offices. Legislative Auditor Steve Theriot says many of these contracts — nine on the state level and 27 locally — are illegal because the contracts include a certain amount of mutually agreed-upon “stipulated” savings that are not properly monitored.
