District leaders inMooresville, Ind., want to build the city's first new school in nearly four decades -- a middle school for Grades 6-8 -- while also renovating the local high school. But the project's $90 million price tag has aroused opposition. Opponents have cited economic uncertainty and a recent downturn in school enrollment as reasons to hold off on the project.
