Washington D.C. board makes its case for retaining control of schools

Panel says it is better suited than city's mayor to carry out school reform.

The Washington, D.C., school board is making a case to retain the current school governance structure, saying it is more qualified than Mayor Adrian M. Fenty to revive failing schools. School board members have outlined their Emergency Student Achievement Act of 2007, a proposal that promises in 18 months to transform the perennially bottom-ranking school system into one that outperforms other large districts across the country.
