After decades of steady enrollment growth and a frantic race to build schools, Hillsborough County, Fla., expects a halt in 2007-08. If that projection proves accurate, it will be the first time since the 1983-84 school year that the school district's student numbers basically are flat. The district grew by 316 students this year. A Hillsborough projection shows 191,219 students expected for the 2007-08 school year, just 68 more students than this year.
