A man who nearly became the chancellor of the University of Wisconsin-Parkside has been indicted by a federal grand jury in Louisville, Ky., and charged with stealing about $2.3 million from the University of Rhode Island and the University of Louisville. Robert Felner, 58, former dean of the University of Louisville’s College of Education and Human Development, was supposed to start his new job as chancellor at UW-Parkside on July 1. But he stepped down the week before when the criminal investigation became public.
