Indiana governor calls for moratorium on university construction

Recommendation could affect $200 million in projects

Indiana Gov. Mitch Daniels' administration is calling for a two-year moratorium on state-funded university construction. State Budget Director Chris Ruhl says growing payments on bonds issued for past university construction projects are eating up dollars that could be spent on other higher-education priorities. Ruhl says the moratorium should extend to $200 million in projects that have been included in the current budget but haven't yet been approved for spending.
