Head of recovery district says Detroit board has no authority to withdraw from the system
From The Detroit News: The head of a new statewide recovery district in Michiganis vowing that its 15 schools in Detroit will open on time next month, despite a vote by the city's school board to take the buildings back. The chancellor of the Education Achievement Authority, John Covington, says the school board lacks the authority to pull out of the new system for failing schools, as members have voted to do.
