Johnson is sending her staff back to the drawing board to come up with a more equitable way to reduce busing costs. The superintendent plans to study how other urban districts maintain the economic and racial diversity of their schools without spending huge amounts of money on busing. It may be another year before a revised proposal is ready.

Superintendent Carol Johnson wants to end the ride for many of those students -- a move that state education leaders say would be illegal. Johnson's plan, part of a broader effort to cut $10 million in transportation costs, calls for ending citywide busing of charter school students and busing them only if they live within the same geographic region as the school; that would save the district $668,000.
