Cellphone incentives for NYC students?

New York City mayor is looking at rewarding student performance with free airtime on cellphones.

New York City Mayor Michael R. Bloomberg says he is considering a proposal to give some city students free cellphones and to reward high performance with free airtime. But he emphasizes that he has no intention of lifting the ban on cellphones in the schools.
