A city commission in Baltimore will devise a plan to renovate and reuse P.S. 103, a historic elementary school attended by Thurgood Marshall, the first African-American appointed to the U.S. Supreme Court, and other African-Americans during the days of segregation. Built in 1877, P.S. 103 is listed in the National Register of Historic Places.
