New York State officials may withhold federal grants meant for New York City, other districts

Districts have not yet adopted new teacher-evaluation systems

From The New York Times: New York State’s education commissioner is threatening to withhold tens of millions of dollars in federal grants to struggling schools in New York City and nine other districts statewide if they do not prove by Dec. 31 that they will carry out new evaluation systems for teachers and principals.
