Sign installation at College of DuPage prompts dispute over regulations

Glen Ellyn, Ill., school is issued citations, but it says village doesn’t have legal authority
From The Chicago Tribune: The Village of Glen Ellyn, Ill., has issued two citations to the College of DuPage after discovering the school was continuing with the installation of electronic signs around campus. The citations were for violating a stop-work order issued in June and for conducting work without a permit. The dispute involves nearly $2 million worth of electronic message signs the college began installing this year. Glen Ellyn believes all of the school’s building and zoning activities are subject to village approval; the college believes state law exempts from any local control.
