Voter turnout of 12 is enought to approve $115 million high school project

Roseville, Calif., residents in a newly created improvement district authorize the construction project.

With just 12 people controlling its fate, a $115 million bond to pay for a high school in west Roseville, Calif., has been approved by an 11-to-1 vote. Roseville Joint Union High School District held a special election in which a dozen registered voters living in a newly created school facilities improvement district decided to tax future property owners to pay for the school on a 53-acre campus. The improvement district, created in January, will serve as an attendance boundary for the new high school. Roseville High School District property owners outside the improvement district will not be affected by the tax.
