New Arizona district has no schools, low taxes

Forming district enables residents to avoid higher taxes; students will attend school in nearby districts.

A loophole in Arizona law allowed the residents in the community of Troon to form their own studentless school district and thus avoid paying taxes to the districts their children attend. Children who live in the Christopher Verde district will continue to attend schools in nearby districts, and property owners in Troon will pay much less in property taxes than they would have if they joined an existing district.
