A new $40 million garage at California State University, Sacramento is supposed to solve a chronic parking crunch on campus. But old parking habits are hard to break. Others continued to park in overflow gravel lots across from campus, or park for free along city streets. On most days, the top two floors of the six-story garage are almost empty.
