From The Washington Post: Citing "disturbing" reports of schoolchildren being harmed when teachers physically restrained them, U.S. Education Secretary Arne Duncan is calling on state school chiefs to develop plans this summer to ensure that restraints are used safely and sparingly. Duncan's statement came a day after the Government Accountability Office issued a report that included hundreds of allegations that youngsters had been improperly held, bound or isolated in schools over the past two decades.
Earlier...from USA Today: Children with disabilities are being secluded from classmates and restrained against their will in schools to control their behavior, a report from the Government Accountability Office has found. The interventions have led to harm and, in rare cases, deaths. In many cases, the report says, the restraints happen even when students aren't physically aggressive or dangerous.
