Arne Duncan says charter movement is being harmed by poorly performing institutions

From The New York Times: The Obama administration has made opening more charter schools a big part of its plans for improving the nation’s education system, but U.S. Education Secretary Arne Duncan is warning advocates of the schools that low-quality institutions are giving their movement a black eye. Duncan wants charter leaders to become more active in weeding out bad apples in their movement
