Federal audit says Philadelphia didn't follow rules for spending aid
From The Philadelphia Inquirer: A federal audit says that the Philadelphia School District failed to follow federal rules in 2005 and 2006 in spending nearly $140 million in U.S. aid. The audit calls for the district to repay about $17.7 million to the Department of Education and provide "adequate documentation" to justify an additional $121 million in spending or return that amount, too.
