From The Los Angeles Daily News: Los Angeles City Controller Wendy Greuel has issued a report criticizing the Los Angeles Community College District's hiring process for an inspector general to oversee its $5.75 billion building program. Greuel says the district did not follow the proper rules when it chose the firm Policy Masters. Among the problems Greuel found were late changes to the request for proposals that did not give bidders enough time to consider, failure to review potential conflicts, an inconsistent way to measure bidders and using different panels for the review and interview processes. Greuel's findings echo those of state Controller John Chiang. The district had asked Greuel to review the procedures used after Chiang's report criticized the process.
