OCTOBER 2010...From The Tacoma News-Tribune: Teachers unions, labor groups and contractors are backing a statewide ballot measure that would issue $505 million in bonds to pay for energy retrofits at public schools and colleges across Washington. Referendum 52 would enable education institutions to replace aging pipes and heating and cooling systems, install more efficient windows and lighting, and make other energy-efficient improvements.
