Most of those affected are admissions personnel
Nov. 30, 2010

From The Arizona Republic: The Apollo Group has laid off about 700 University of Phoenix employees as it grapples with declining enrollment and changes in the way it pays admissions counselors. The layoffs affect mainly admissions personnel. The company expects new-student enrollment to drop about 40 percent in the current quarter as it significantly alters its recruiting practices to focus on students with a better chance of earning degrees.
