Two Waukegan, Ill., security officers were paid for time they didn't work

Two Waukegan, Ill., public school security guards have been charged with felony theft, accused of a scheme in which they were paid for hours they did not work. Police declined to detail how much money was involved. The charges are for theft between $300 and $10,000.
