Kenneth Cuadra, the only person to face criminal charges in the Houston Independent School District's 2002 dropout scandal, has filed a lawsuit accusing the district of violating his civil rights. Cuadra, a computer specialist accused of removing the names of 30 students from Sharpstown High School's dropout report, was indicted in 2005 on a document tampering charge. Harris County prosecutors dismissed the felony charge for lack of evidence shortly before Cuadra's trial was set to begin last year.
