Portable facilities haven't eliminated over-capacity facilities

From The New York Daily News: The trailers parked in New York City public-school yards to ease crowding are themselves packed with too many students. At least 6,400 students attended class in trailers filled beyond capacity, according to the latest available figures from the 2007-08 school year obtained by the Independent Budget Office (IBO).
