Maintenance suffers while resources go to new construction

The University of Hawaii system is in the midst of a more than $800 million new building boom even as the 10 campuses struggle with an estimated $352 million backlog of repairs and maintenance for existing buildings. Administrators are having to make tough decisions as they come up with their budgets and are having to choose between new buildings and fixing what has already been built.
