Charlotte, N.C., district may split into six regions to make system feel smaller

District tries to address concerns about too much bureaucracy.

To make North Carolina's largest school district feel smaller, Charlotte-Mecklenburg Schools Superintendent Peter Gorman has unveiled a plan to shift decisions about discipline, transportation and other issues closer to schools and families. The plan would divide the district into six regions, or "learning communities," that will oversee the schools in those areas. The concept has previously won support from several school board members, a high-profile task force and parents who have complained about the system's bureaucracy.
