Rutgers seeks funds to finish stadium expansion

Rutgers University in New Jersey is considering a bare-bones plan to complete its controversial $102 million stadium expansion by borrowing the full cost of the project. President Richard L. McCormick is expected to tell the university's board of governors that the school should finish the stadium project, which has faced cost overruns and is underfunded by $30 million.
