Duluth (Minn.) district begins bulldozing property without permission

Landowner had been talking to district, but no agreement was in place

From The St. Paul Pioneer Press: The Duluth (Minn.) district began bulldozing on land it doesn't own as it prepared a site for construction of a new elementary school. Landowner Scott Kuiti was not pleased when he learned a bulldozer was rumbling across his property and taking out trees. The Duluth district had expressed an interest in buying a small piece of land from Kuiti and had told him it wanted to negotiate a temporary easement to facilitate construction of the school, but no deal was in place. District officials acknowledged the bulldozing was premature and resulted from a miscommunication.
