Defection to charter campuses has eroded district's enrollment

From The Kansas City Star: With its enrollment plunging by nearly 10,000 the last five years, and with two dozen of its schools shuttered this summer to meet budget, the Kansas City (Mo.) district must stem the tide of families choosing charters or else face many more closures — even extinction — in the future.
