Port Jervis (N.Y.) School District residents have voted down a $5.55 million building renovation proposal. The money would have paid for safety and security projects and the replacement of heating and ventilation systems. Voters also said no to a proposal that would have allowed the district to create a capital reserve fund to offset the cost of future school construction.
