University of Southern Maine disputes storm-water assessment

Barring a court decision or a change in state rules, officials from theUniversity Southern Maine don't plan to pay the city of Lewiston's storm-water utility fee. According to the city, the University of Southern Maine's Lewiston-Auburn College owes $8,725 in delinquent storm-water charges for properties at 61 and 51 Westminster St. University attorneys say the disputed money is a tax, and the school is exempt from the assessment, but city officials contend that the charge is not a tax, but a utility fee.
