FromThe Newark Star-Ledger: More than 50 New Jersey schools are in limbo as state funding for construction has been caught up in years of mismanagement scandals, financial crises and red tape. The delays have left many frustrated districts unsure if their students will ever get out of temporary classrooms. After months of uncertainty, state officials say shovels may be in the ground soon on many stalled school construction projects. Last month, the state said it will borrow $500 million for the state Schools Development Authority to start building again.
