The Ferndale (Wash.) School District’s $21 million bond election is failing. As of the most recent count, about 51.5 percent of ballots returned called for approving the proposal, which would enable the district to upgrade security, and rebuild Custer Elementary School and the condemned building at North Bellingham Elementary School.
